The DOJ ADA Title II Clock Is Running

The Department of Justice finalized its rule in April 2024: all U.S. state and local government websites must meet WCAG 2.1 Level AA. This includes cities, counties, townships, special districts, public libraries, and school districts. Non-compliance exposes your organization to federal enforcement and civil litigation.

  • Up to $115,231 per first violation; $230,464 for repeat violations
  • 3,188 ADA web lawsuits filed in 2024 — private plaintiffs can sue even before deadline
  • Overlay widgets do not achieve compliance — the FTC fined an overlay vendor $1M in 2025 for false compliance claims
Larger Governments & State Agencies
State governments and local governments with a population of 50,000 or more.
Small Governments & All Special Districts
Local governments with a population under 50,000 and all special districts (utilities, fire, library districts, etc.) — regardless of size.
What We Do

Everything Your Site Needs to Meet 2027

We handle the entire modernization — from audit to launch — so your team can focus on what matters: serving constituents, customers, or your community.

  • Website Modernization

Complete rebuild of your existing site — mobile-first, fast, semantic HTML5. We migrate your content, preserve your URLs, and launch on Google Cloud. AI-accelerated: weeks, not 6–12 months.

    Payable on a P-card under the $15K micro-purchase threshold
  • WCAG 2.1 AA Accessibility Remediation

Real, code-level accessibility fixes — not a JavaScript overlay widget that gives false compliance. We deliver a written conformance report you can show your attorney or the DOJ.

    Written VPAT-style report included
  • AI-Powered Chatbot

A custom RAG chatbot trained on your site's content — answers resident questions 24/7, surfaces agendas and meeting minutes, and reduces staff call volume. $150 setup + low monthly subscription.

Accessible: keyboard operable, screen reader compatible
  • GCP Hosting & Care Plans

Google Cloud Platform hosting with SSL, uptime monitoring, automated backups, and monthly security scans. Government Compliance plan includes quarterly accessibility audits and PDF remediation allowance.

    From $30/mo — or $0 upfront on 12-mo plan
  • Nonprofit & Community Sites

Budget-conscious builds for nonprofits, associations, genealogy societies, and community organizations. Donor portals, event calendars, accessible document galleries — built to last and easy for volunteers to maintain.

Nonprofit rates available — grant-app help included
  • PDF Remediation

Tagged, structured PDFs that pass automated and manual accessibility checks. Meeting minutes, agendas, forms, reports — $8/page with bulk discounts. The biggest overlooked compliance gap for governments.

Government Compliance plan includes monthly allowance
Why ModernWeb

Built Different — Priced Honest

We exist to give small governments, local businesses, and nonprofits the same quality websites that large organizations pay $92,000+ for — at a price any budget can handle.

Veteran-Owned, Security-Vetted

8 years U.S. Army Reserve (honorable discharge). Principal holds an active TS/SCI clearance. You know who you're working with.

Real Remediation — Not Overlay Widgets

Overlay widgets are a false shortcut. The FTC fined an overlay vendor $1M in 2025 for making false compliance claims. We fix the actual code and give you documentation.

5×–25× Less Than Incumbents

CivicPlus billed Linn County, KS $25,686 setup + $5,730/yr. Granicus billed Marine City $48,476 year one. We deliver comparable or better quality at a fraction of the cost.

Weeks, Not Months — No Lock-In

Incumbents take 6–12 months from contract to launch. We deliver in 2–6 weeks. You own your domain and your code. No proprietary platform, no exit fee.

Deep Domain Knowledge

We understand the distinct needs of each audience — government compliance workflows, small-business conversion goals, and nonprofit donor engagement — not just generic templates.

GCP-Native, Grant-Ready

Google Cloud Platform delivery — enterprise reliability at small-org pricing. We can help with CDBG, USDA Rural Development, NEH, and IMLS grant applications to fund your project.

Pricing

Transparent, Predictable Pricing

Every project starts with a Site Size Score (SSS) — a formula based on pages, words, and special components. No surprise invoices; government clients get a written SOW payable via P-card.

ModernWeb pricing tiers based on site size score
Tier Site Size Score Base Price Government Rate (1.75×) Nonprofit Rate (0.85×) Timeline
MICRO 0–15 $500 $875 $425 1–2 weeks
SMALL 16–35 $1,000 $1,750 $850 2–4 weeks
MEDIUM Most Common 36–75 $2,000 $3,500 $1,700 3–6 weeks
LARGE 76–140 $3,500 $6,125 $2,975 6–10 weeks
COMPLEX 140+ From $5,000 Custom Custom 2–4 months

Site Size Score (SSS) = Pages + (Words ÷ 750) + (Special Components × 4). PDFs and extra forms are add-ons, not in the score. Government rate is 1.5–2.5× base; nonprofit/genealogy is 0.7–1.0×.

    Accessibility QA

Automated scans (axe, Lighthouse) plus manual keyboard and screen-reader testing. We resolve every issue before you see it. You receive a written conformance report.

Our Story

Why Accessibility Is Personal

I served eight years in the U.S. Army Reserve, and when I left I carried the same commitment to mission into building technology that actually serves people — not just looks good on a slide deck.

In March 2024 I was diagnosed with NAION — Non-Arteritic Anterior Ischemic Optic Neuropathy — a condition causing permanent vision loss in my right eye. It happened quickly and without warning. I now navigate the world with one eye doing the work of two.

That experience changed how I read a webpage. I feel firsthand what happens when contrast is poor, when a button is too small to hit accurately, when a PDF wasn't tagged and a screen reader gives up. Accessible design stopped being an abstract compliance checkbox and became something I test with my own eyes — and my own frustration.

That's why I built ModernWeb around genuine, code-level WCAG 2.1 AA work. Not overlay widgets — those don't fix the underlying HTML and the FTC has already fined vendors for claiming they do. Real remediation, documented, defensible. The kind that actually helps the constituent who uses a screen reader, the resident who zooms to 200%, or the veteran who lost sight in one eye.

Public and community websites exist to serve everyone. I intend to hold them to that.
